Director of Institutional Effectiveness
The University of the Commonwealth Caribbean invites suitably qualified persons to apply for the position of: Director of Institutional Effectiveness.
Reporting to the University President, the Director of Institutional Effectiveness provides analysis and tools that support strategic planning and information usage at the University of the Commonwealth Caribbean (UCC). The Director supports and evaluates the University’s functional units, including financial, enrolment management, facility use, teaching/learning and research; infrastructure. He/she will work with stakeholders to identify prioritieswhile collecting, analyzing, and presenting data with the goal of improving programme and operations efficiency and effectiveness throughout the University; will work with leadership to identify the University’s statistical needs, andcollaborate with computing services staff to enhance the availability of accessible tools and applications.
Duties and Responsibilities include but not limited to:
•Serves as the UCC’s chief Institutional Research Officer. Works with IS&T resources and staff to develop and oversee tools that support the use of information and data for the University.
•Engages in building a culture of continuous performance improvement through processes and the use of performance measurement and management.
•Creates and oversees tools, reports, and applications that inform decision-makers including the verification of existing data.
•Plans, develops, and manages tools that help decision-makers understand the ramifications of decisions and scenarios, including projections, scenarios analysis, and risk management.
•Works with the Director of Finance and other University staff to develop systems that accurately track and modelcosts associated with the UCC’s academic programs and administrative activities.
• As required, develops data visualizations and dashboards that allow leadership to easily track progress towards strategic goals and other big-picture targets. Provides leadership and best practices on data visualization, performance measurement, and monitoring strategy execution. .
•Participates in annual reports; develops and maintain databases for tracking and institutionalizing related data. .
•Promotes internal and external communication of assessment results.
•Provides strategic advice and consultation to leadership in the development, implementation, and evaluation of modifications and enhancements to existing operations, systems, and procedures.
•PhD or DBA in Higher Education Administration, Business Administration or related field is preferable, however, candidates with Masters degrees and extended experience will be considered. Candidate with professional qualifications in Auditing and Accounting, with at least 5 years of experience directly related to the duties and responsibilities specified will also be considered.
•Excellent data analysis skills – includes research, data mining, analysis, validation, and the ability to generate clear representations of data to diverse audiences in narrative, tabular, and graphical forms. Demonstrated experience in understanding, relating, and reconciling data from distinct sources. Experience working with financial data. Ability to generate documentation of technical processes.
•Demonstrated proficiency with core technologies – Windows, MS Access, MS Excel, SQL, MS etc. Proven ability to learn new technologies and problem solve.
•Excellent interpersonal and communication skills – Ability to work with individual faculty and staff, groups and committees, as well as other parts of the university. Strong communication skills in oral and written presentation of data.
•Experience in higher education administration represents a strong preference.
•Ability to plan, create, program, and manage statistical computer databases across multiple hardware and operating system platforms/environments.
•Advanced verbal and written communication skills.
•Knowledge of University data systems, definitions, and procedures.
•Expertise in assessment, data analysis and educational outcomes. .
•Ability to synthesize and analyze quantitative and qualitative data and prepare and present reports effectively.
•Knowledge of UCJ’s accountability initiatives and trends.
•Knowledge of UCJ’s accreditation standards, practices, and goals.
•Knowledge of institutional self-assessments and student outcomes assessment principles, methods and techniques.
•Ability to analyze complex problems, interpret operational needs, and develop integrated, creative solutions.
•Knowledge of budget preparation and fiscal management.
